Mexico has sent a Note containing a flat refusal of Britain’s demands, thus closing the door to any discussion on the return of expropriated petroleum companies. The reply is not phrased in extremeterms, but is definite and final. Because of rumours that the United States approved of the expropriation, the American Ambassador to Mexico, Mr J. Daniels, issued a statement to the contrary. He pointed out that, despite the United States concession of existence of the right to expropriate, it was yet possible to question the legality of the present procedure if the compensation was unsatisfactory.
