He urged the immediate enactment of a selective service law to enable speedy mobilisation, thus serving notice on the whole world that the United States is prepared for any eventuality. He concluded: “We should constantly be alert for the appearance in either of the Americas of political penetration, which is the first step in a new technique of conquest that the aggressor nations are employing.”
