SWEEPING REFORMS PROPOSED SECRET CAMPAIGN FUNDS TO BE ABOLISHED. PROMISES AND PLEDGING FORBIDDEN. By Telegraph.—Press Association, Copyright. (Recd This Day, 12.25 p.m.) OTTAWA, April 6. The House of Commons names a committee to study the Australian system of compulsory balloting as part of a sweeping Government reform of elections. A Bill, designed to abolish secret campaign funds, has been approved by the leaders of all parties. Campaign expenditures will be controlled by a non-partisan corporate body, with the Inspector-General making public contribution. Election promises and pledging by candidates' are forbidden. The Minister of Health (the Hon C. G. Power) introducing the Bill declared that democracy’s ills must be cured to avoid Fascism and Communism.
