It was decided to reply expressing the opinion that rates must increase substantially, as the relief through the constitution of State highways had been more than nullified by increased wages- for labour, shorter hours, higher cost of materials, a growing density of traffic, faster speeds, and heavier loads. The chairman, Mr. J. N. Massey, suggested that the increased burden would probably mean a rise in rates to one-third higher than in 1936-37. Other members were not prepared to endorse this figure, but agreed that rates must rise to meet the added costs.
