LOCAL SELF-GOVERNMENT AND THE “DOG NUISANCE.” ACT. (To the Editor of the Waikahapa Mercury.) Sir, —The public notice from the Inspector of Police in reference to the “Dog Nuisance Act,” reminds me that it is an officer of the Road Board that receives the registration fee for dogs in a neighbouring colony, and that as those Registration fees are a part of the revenue of the Road Boards, the result is that dogs are always registered. Not only the registration fees for dogs, but all other fees such as publicans, carriers, and hawker’s licenses are appropriated for the use of the local road district in which they are used. All fines received at the police court are paid over for the benefit of the municipality in which the Court is held. Can you inform me Mr Editor what is done with the money collected from similar sources iu the Wairarapa? Do yon count its abstraction from the district as part of the injustice done to the Wairarapa.
