Kate Payee.—Lands leased from Natives by Europeans are liable- to be rated,. and wo believe it is the intention Of the Boards to rate them. The Provincial Council has no, power to legislate on any matters relative to the natives, and any bill passed for the purpose of rating lands in the occupation of natives would not receive the sanction of the Governor.
