New York, April 11, 18G7. The United States Senate has ratified the treaty with Kussia, in which the latter cedes to the United States all her American possessions. Our latest European new is to the last even - ing. Spain rejects the demand of England in the Tornado case, and English war' vessels have been despatched to Cadiz to enforce the demands. Turkey again threatens to make war on Greece on account of the Christian insurrectionary movement on the frontier. A London despatch says it is known the Emperor Napoleon deeming the possession of Luxemburg indespensahle for the military security of the French frontier, not long since commenced negociations with the King of Holland for the purchase of the Grand Duchy and with the French Empire ; but, as the fortress of Luxemburg, which is one of the strongest fortifications in Europe, is held by a Prussian garrison, and the Prussian government, backed by the whole of Germany, firmly objects to the transfer of the Duchy to Prance, the King of Holland has withdrawn from any further negociations on the subject. The' Emperor insists that his propositions shall be carried out, and the treaty completed, The national pride of Prance has been deeply wounded, and a wild anti-Prussian feeling has seized the country. Meantime, while the dispute is pending, both Prussia and France are making military preparations. This threatening state of affairs is the cause of the financial panic which now exists in London, Paris and all the principal centres of Europe. A Paris despatch of the 9th says the Marquis de Moustier, Secretary for Foreign Affairs, has made a very conciliatory speech, which has had the effect to greatly lessen the panic in Europe.
