RUSSIA'S WARLIKE PREPARATIONS. CRUELTY OF THE EMPRESS DOWAGER. St. Petersbueg, August 3. As a result of tho recent conference of Russian officials at Port Arthur, Russia is appropriating thirteen million roubles for the purpose of fortifying thirty miles of the coast between Port Arthur and Dalny. Pekin. August 3. Yuanshikai, anticipating an early withdrawal of the Powers' prohibition agoinst the importation of arms, has ordered 30,000 rifles. 48 field pieces, 50 machine guns. At the Empress Dowager's special olders. Stenchien, the journalist and reformer, who advocated the assassination of members of the ruling dynasty, was beaten to death with bamboo rods at Pekin. The flesh of his arms, legs and back was torn to ribbons. The execution occupied two hours. Stenchien to tho last proclaimed his willingness to die for his principles. Foreigners are intensely indignant at the Dowager's cruelty, whilst the reformers are quiet and subdued.
