Berlin, July 30. The German newspapers are supporting Russia over the Mancburiau question.
Seoul, July 31. The Corean Government contemplates re-purchasing the land which Russia acquired at Yongatnpbo, afterwards leasing it to Russian holders, and thus legalising the tenure.
RUSSIAN ACTIVITY. St. Petersburg, July 31. There is unusual military activity in the south of Russia. For the last three weeks high officials from all parts have conferred daily at Odessa. Special manoeuvres are being practised, especially entrenchment, night attacks and firing. Large orders have been given for ammunition, and the commissariat is very active. The managers of the volunteer fleet have been warned to prepare for an early withdrawal of all vessels from commercial service. It is reported from Vienna that the Sultan has been asked to permit several Russian warships to pass through the Dardanelles, bound for the Far East.
