HAMILTON BOROUGH COUNCIL.

The ordinary meeting of the Hum 11on Borough Council win held at the Ghambeis, Hamilton West, last evening. There were present; His Worship the Mayor, Mr R. W. Dyer (Chairman), and Crs. J. S. Bond, E J. Da ’ey, A. Coyle, W. Dny, T. Slade, R. Parr, G. W. Sure and J. A Young H.wi.im: Gbkkn. — Mr J. Varney, Secretary of the Hamilton B m ling Club, wrote asking the Council to grant of lease of Hillsboro’ Tarraoe for a lerm of 21 ytars for a bowling green, the Council reserving to itself the right to resume possession at any time upon payment of two thirds compensation tor improvements —On the motion of the Mayor, seconded by Cr. Young, this Was referred to the Legal and Finance Committee fo; their report at next meeting. Valuation Robb Alterations.— Mr O’N.ill notified that Mr F. Forrest had purchased Lot 113, Hamilton East, from Mr F. Nickisson, and asked to have the necessary alteration made on the valuation roll. Mr S. McKnight notified that he had purchased Lots 19l)a, 191 a, 192, 194, 194, and 195, Hamilton East, from Mr VV. G Bunting. A similar notification was made by Mr Bunting.—The necessary alterations in the roll were directed to be made. Borough Leases. —Mr O’Neill forwarded leases fur Lots 378 a to Miss A. Atkinson, and 222—224 to Mr Geo. Edgecuirbe. — l The letter was received. Cm i-F Health Officer—A tel f gram was read from Dr Makgill notifying that he in'ended to pay the Borough a visit, at an early date—The Mayor said that Ur Makgill had paid the town a shot t visit, and hal inspected the proposed source of the water supply for the town, essed himself very pleased witli the supply. Mr Wiivtanley, Sanitary Inspector, had inspected the Hospital and the Borough, and his report would probably be before the Council at an early date.—The communication was received.

Traffic Bridge.— ln reply to inquiries made by His Worship the Mayor,with reference to the grant of £IOOO fm the Hamilton Traffic Bulge, Mr C, W. Hmsthouse wrote stating that the Council was under a misapprehension, as the estimates were cut down after his wire of 25th October was despatched.—The' Mayor said £1 for £1 subsidy was put on the estimates up to £4OOO, but this was eventually cut down to £IOOO. It was satisfactory in one sense, in that the Council knew exactly how much they might expect. £IOOO was passed, and they could either take it or leave it. He proposed that the matter should be referred to the Legal and Finance Committee for their report.—Seconded by Cr. Sure and earned. Subsidy.—.Subsidy amounting to £92 6s ICd was received from the Treasury.— Tim Mayor said that instead of allowing subsidy on a Is 3d rate, it. had only been allowed on ala rate. He had not hud time to look up the matter, but intended to do so and make inquiries from the Treasury as to the reason for the reduction. In the meantime lie moved that the letter he received.—This w s earned. Lease of Lots.— Mr A. J. Storey wrote offering 30s a year for 14 years for the lease of lots 385, 3Hi and 11, Hamilton West.—The offer «as accepted. Furze Nuisance.— Mr Hicks complained that the fmze on the section adjoining lot 302 had been cut down, and was now a menace to bis properly. —This matter was referred to Mr D. Ross, Stock Intpeo'or. Laiing Pipes. —The Salvation Army applied for permission to open up the footpath to lay pipes at the ntw Salvation Army building in Victoria-street. —Granted. Signboard.— An application win received from Messrs Tibbutt Bros., photographers, asking for permission to hang a signboard outside their premises, Victoria-street.—Referred to the Works Committee. Balcony.— Mr Smith, contractor for the repairs to the Commercial Hotel, asked for permission to erect a balcony over the footpaths in Victoria and Colling wood-streets.—Granted. Foreman’s Report.—ln his report the Foreman of Works detailed the various works carried out since but meeting, lie stated that the road from Victoria-street to the Frank ton Road r, quired re-forming ami draining, and suggested that property-owners in the neighbourhood should receive notices to clear their frontages. Tisdall-street, near the brewery, wanted re-f- ruling, and several culverts were required,— The report was adopted. Works Committee's Report. —The Worms Committee recommend, d that the owners in Fe'kirk-street and Mr R. Dillicar receive notice to clear weeds and town fences ; that the question of clearing lots 343, 344, 349, 352 and 24 belt Hamilton East, retqain in abeyance for the present; that tendeia be invited for the supply of dog collars ; that tenders he invited for the supply of gravel to any part of the. Borough ; and that all owners he notified to clear all noxious weeds on their frontages.—The report was adopted.

Borough Endowments. The Foreman in his report on the Borough endowments suggested that the/fmze on Sections 885, 356, 11, Jersey-street and gravel pit, and Sections 81 and 82, near Ridh ,-r’s, should he cut down and left until April, so as to get a good burn. All ll e furze and brambles in Garden Place should he grubbed up. The Council Chambers section and the Hamilton West ifeho - ;! Reserve should be cleared, and the Like Reserve cleared and the fence round it repaired. Clearing was also required on Lot 850, Clarence street, and l ots 83, 84, 85, 842, 346, 249, and 352, Hamilton East, and Lot 24, Town Belt." The frontages t > the Galloway Reserve required grubbing. —The report was adopted.

Advertising. At last meeting an account from the proprietors of Tan Waikato Argus for advertising unclaimed lands was referred back to Mr A Swarbrick for explanation.—ln reply Mr Swarbrick said he ctu’d not understand what further explanation was wanted, for it appeared to him that the letter was quite explicit. When he was requested to take steps under the Rating Ac. to have certain allotments sold ft r unpaid rates he issued summonses against I lie owners. As these persons could not be found he had to advertise tlm summonses. The first bill was forth se adverthincuts. The Court allowed this amount, and it was divided between tire several defendants and a proportionate amount included in the cost given against each. The second account was for advertising the notices that unless the amount of lire judgment and costs were paid within next month the land would he sold. Those advertisements be inserted ly th ■ riiiection of the Registrar, in wiiorc hands the matter now is. Both these accounts refer to necessary parts of the procedure for selling land for rates. The amount, are ultimately recoverable out of the proceeds nf the land, but in the meantime they have to he paid by the local body, by which the law is put in motion —The Mayor said this hardly gave the information required by t e Council, and he had therefore interviewed Mr Swarbrick on the subject. That gentleman had informed him that the first batch of advertisments were put in Tun Waikato A nous, as he va- doing the business himself turd considered that it was only necessary to advertise in one paper. As for as the second batch were concerned, In- was acting under instructions from the Registrar, lie had received written instructions to insert them in 'noth newspapers and he had done so, giving exactly the same instructions to the proprietors nf both.—That being so, the Mayor said he thought the account should he paid. It would come up with the remainder of the accounts, and could he passed then.—'The account was passed without question. Legal and Finance Committee’s Report.—This Committee, which met

Overdraft at la-t meeting, £855 7s Id ; accounts pasted, £46 19s 3 I ; overdraft at date. £902 16s 4I ; received since, £33 3s 3d ; accounts to pass, £Bl 10s 7d ; overdraft at date, £951 2s 81. Holidays. —On the motion of the Mayor r was decided to grant the borough employees Christmas holidays from Christmas Eve to the Monday uf'er New Year. Building Rkgolations.—Or, Young asked if anything further had been done in the matter of framing building regu'ations —The Mayor replied that he had piepared a draft copy, hut as he had been imformed by Dr. McGill that the new model regulations would shortly be issued he thought it advisable to wait a little long until they could be obtained. —Tiro other Councillors coincided in lids view.—The Mayor undertook if the model regulation were not forthcoming by next meeting to submit his draft set for consideration.

DOMAIN BOARD

The Domain Board met immediately afterward B '.

Domain Tenants.— The Clerk rea l the recommendations of the Legal and Finance Committee: That Mr O’Neill be instructed to take proceedings against all defaulting Domain tenants now in hand, by next Court day, failing which the Board will withdraw the matter from his hands.—The report was adopted. Some discussion ensued cm this point, and several letters were read from Mr O’Neill. In one of them he stated that he had brought a test ease at hist Court day, hut the amou.it was paid into Court, and he proposed to bring another test cate on next Court day. These letters were written prior to the resolution of the Council boina communicated to him. The Clerk said lie had handed the letter to Mr.O’Neill, who considered that his letters> would be a, sufficient reply. Cr. Sure proposed that Mr O’Neill be requested to sue all defaulting tenants, and that be he asked 10 r ply by Monday stating whether he intended to do so or not, to that Ihe Council could, if necessary, make other arrangements. This was seconded by Or. Bond and carried.

Sports Meeting.- Permis.-ion was granted to the Waikato Amatuer Athletic Association and Cycling Club to charge admission to Sydney Square to he held on Boxing Day. Pavilion. — Cr. Dey drew attention to the filthy state of the pavilion.—lt was decided to draw attention of the police to the matter, and authorise the Sydney Square Committee to have the paviliod cleaned for the forthcoming sports meeting. Galeoway Reserve —On the recommendation of the work committee itvas deceided that lenders be called at once for cropping Calloway Reserve in turnips the Csmmitlee to have power to act.
