EMPEROR V. DOWAGER. A SERIOUS POSITION. Received October 29, 9.20 a.m). Shanghai, October 2d. The Emperor, replying to the protests of the Southern Viceroys, asks them what means they would suggest to oppose Russia and what prospect there was of British and Japanese effective support. The Emperor enjoins them to display statesmanlike caution in the interests of the dynasty. London, October 2d.
The Standards’ Shanghai correspondent states that it is reported that Yungli has informed Li Hung Chang that the Dowager is strongly desirous of the friendship of Russia, who has promised aggression and to protect her at Pekin. Ho added that the Manchurian treaty must be promptly concluded. The Dowager is relying on Yungli’s support against the opposition of the Southern Viceroys. Toiao, October 2d.
The Japanese press are unanimous in declaring that Japan cannot allow Manchuria to become a Russian possession. They regard the promised withdrawal as illusory, and protest that the Southern Viceroys represent Chinese opinion in regard to Russia.
Japan is negotiating with Prince Ching and Li Hung Chang for concessions adjoining the British and French concessions at Shanghai.
