It will he sincerely wished that the differences between the leaders of what is left of the Liberal Party in England will, for the credit of the nation, lead to the resignation of Kir H. Campbell-Bannernian, who is the nominal leader. He appears to think that the duty of his position is to slander all on whom devolves the duty of bringing the war in South Africa to an end. Baving exhausted every possible subject calculated to bring disrepute upon those in the field for disasters and reverses, he now accuses these men of conducting the war in a barbarous manner. Mr Asquith, who ranks as one of the most brilliant of the Liberal party, in addressing a meeting of the Essex Liberal Federation, declared that the South African war had been most humanely conducted, and his statement is true, so much so, in fact, that it is questionable whether excessive humanity has not prolonged the struggle, and in the end inflicted more hardship and utter ruin upon the Boer people than if more severe measures had been adopted. Too great leniency dealt out to a people in arms, whose utter subjection is the only possible term o£ peace, is apt to become actual cruelty. If a man's leg has to be amputated the surgeon cuts above the diseased part at once ; he does not take the limb off inch by inch.
