GENERAL WHITE SHORT OF SHELLS. CANADIAN OFFER. FLYING COLUMN ORGANISED. VIGOROUS PROSECUTION OF THE WAR. (Received December 21, 9.02 a.m.) Capetown, December 20. Strict surveillance of civilians in the vicinity of the Modder River has been established. Lord Methueu has a fortnight's supplies. London, December 20. Newspaper correspondents confirm the reports that General White is short of a supply of shells at Ladysmith. It is hoped he has pre-arranged with Genendfc Buller [or an early sortie. '^m North-west Canada has offered to raise' a thousand experienced rough riders at a day's notice. Tne Government is raising a body of mouuted infantry to be called the Imperial Yeomanry. They will be recruited from the yeomanry volunteers and eligible citizens. The period of service will be the duration of the war. The 'iien are expected to provide horscß and accoutrements. The Lord Mayor of London is promoting the raising of 1000 London volunteers for service in South Africa, City firms and companies are providing large sums for the equipment. A Hying column with eight guns, also a Howitzer Brigade, is being organised at Woolwich. Mr Campbell-Bannerman, speaking at Aberdeen, urged the vigorous prosecution of the war.
