The Premier and Chief Secretary ia Mr McLean ; the Treasury, Mr Shiels; Attorney-General, Mr Irvine ; SolicitorGeneral, Mr Davies ; Minister for Mines and Railways, Mr Outtrim; Minister for Agriculture, Mr Graham ; Minister for Defence, Mr McColl; Minister for Public Instruction, Mr McKay ; Post-master-General, Mr Watt; Ministers without portfolios, Messrs Fink and Salmon, with Mr Baltour in the Upper House. Sydney, December 5. The Budget will be delivered tomorrow night. Owing to the absence of the Speaker and the Chairman the sitting of the Assembly lapsed today. Bbisbane, December 5. Mr Phelp has obtuined an adjournment till Thursday, when he hopes to submit his Ministry.
