♦ • THE PRESIDENT'S MESSAGE. [united press association.] (BV KIiKCTRIO TELKGRAPH. COPYBIQHT). (Received December 7, 12.25 a.m.). Washington, December 6. President McKinley's message tit the opening of the Congress, which covers eighteen columns, is pronounced as timid and colourless. It states that apart from the Alaska boundary negotiations relations with Great Britain are most friendly, but an entangling alliance will be avoided. If Congress will not authorise the construction of a cablo from 'Frisco to Manila, private com« petition will be encouraged. The message warns Turkey that the situation of American citizens, under the Turkish rule, is unsatisfactory, and also states that it is impossible for America to abandon the Philippines.
