London. November 15. Speaking at Newcastle the Earl of Kimberley paid a tribute to Mr Joseph Chamberlain, Secretary of State for the Colonies, who, he said, had strenuously and constantly supported Mr Gladstce and himself iu connection with the Transvaal Convention of 1881. Practically everybody agreed in prosecuting wliat was in one sense an absolutely uec ssary war to its iuevitable end. Mr Chamberlain was conspicuous for singleness of purpuse. He had not intended that there should have buen war in the Transvaal.
