SPEECH BY LORD RANFURLY. [UNITED PRESS ASSOCIATION, j (ISY ELKCTRIO TELVfiU.VPH. COPYRIGHT), (Received Koviniber 13, 1.10 p.m.). Melbourne, Novemeer 13. In tho courso of a speech at the Mayoral banquet, Lord Ranfurly said that New Zealaud had not taken part in the federal movement because the question of union with Australia had not been seriously considered there, it fact had hardly come within the bounds of practical politics. He made patriotic reference to the Transvaal contingent. New Zealund had had some difficulty in selecting the contingent owing to the large numbers of men volunteering. Some of the flower of the youth of the colony had gone.
