FOREIGN OPINIONS.
Paris, November 2. French newspapers, commenting on the British reverse, are shrieking with joy, although they simultaneously announce that a French expedition in Central Africa under the command ot M. Brctonnet has been intercepted and massacred in the vicinity of Raghirimi. Some of the foremost French newspapers consider the disaster at Ladysmith a proof that Great Britain did not provoke the war, otherwise she would have provided for every contingency. London, November 2. An inspired article, published in the Berlin Neuesto Nachrichten, says Germany's policy in regard to South Africa is one of absolute neutrality, and adds that the French press, in reoommending intervention, on the grounds of abstract justice, betrayed an aspiration to apply the principle to Alsace and Lorraine. Great Britain was the great sea Power and Germany the great land Power. In view of the future re-organisation of South Africa Germany was doubly interested fc in co-operating harmoniously -with Great Britain. The journal further states that the Kaiser's forthcoming visit to England is dictated, not by personal, but exclusively by national re&sons. Berlin, November 1. German journals adopt a reserved and dignjiiud tone. St. Petersburg, November 1. The Russian press show a spirit of hostility towards Great Britain. Washington, November 1. American opinion is most sympathetic with the British.
