President Kruger supported this proposal on the grounds of honesty and righteousness. He said it would not imperil the independence of the Transvaal, while it would gain the applause of the whole world. General Joubert concurred. July 20. It is reported here that the Government has arranged to cancel the dynamite monopoly. The franchise hos finally passed the Raads and comes into operation as soon as gazetted. It empowers the Executive to dispense with the naturalisation conditions in the event of service being rendered to the country. The Act facilitates the enfranchisement of alien youths. London, July 19. The Times says the Transvaal crisis has ended, and that Mr Chamberlain appears to have fully achieved his object. It is believed it is intended to increase the goldfields’ representation in the Transvaal to nine, including Berberton. Lagos and the Malay States each offer to send 300 soldiers to South Africa. The Times states that the Transvaal still insists on high property qualifications and on naturalisation under vexatious conditions. Capetown, July 20. Loyalists and the people of Johannesburg and Capetown are disappointed at Great Britain’s acceptance of the compromise, which they fear will prove illusory. The statement by the London Times that the Transvaal crisis is ended by Great Britain’s acceptance of the Yolksraad’s concession of seven years prospective and retrospective franchise to the Uitlanders has caused consternation at Capetown.
