[united press association]. (iit electric telegraph copyright). Pretoria. June 12. In Boer circles it is expected that President Kruger will abolish the dynamite mouopoly. The leaders of the Afrikander party urge the addition of four members to the Volksraad to represent the Cbanibeis of Mines and Commerce, and that the enlarged Volksraad be le:Et to settle the franchise question. June 13. President Kruger has submitted to the Volksraad further amendments in the direction of liberalising the treatments of miners. This is regarded as pointing to possible enfranchisement proposals. Capetown. June 13. Sir A. Milner, replying to a deputation, said unless the Transvaal granted more liberal treatment to the Uitlanders, other means would be found of achieving the desired result. He referred to Britain's .singular patience in the matter. The Chartered Company has re* newed its offer to submit the question of material damage occasioned by the Jamieson raid to arbitration.
