KAISER AND ARBITRATION. [united press association], (by electric telegraph. copyright). Amsterdam, June 13. Dr. Zorn, Professor of Kunigßberg University, one of the German delegates to the Peace Conference, informed the Arbitration Committee that the Kaiser regarded the appointment of a permanent tribunal as derogatory to a Sovereign's divine prerogative. The statement created 4 a sensation.
