PEACE CONFERENCE.

The Armaments Committee of the Peace Conference vetoed the use of explosive bullets and the discharge of explosives from balloons. The British delegates defended the use of dumdum bullets, and retained liberty of action in the matter of the Eussiau proposal prohibiting the adoption of improved rifles for artillery.
