BARRACKS AT CAPE.

Speaking in Committee of Supply in the House of Commons, Mr Chamberlain defended the item for tho erection of barracks at Capetown, saying it was necessary that Britain should be ready to meet all possible attaeks. The Transvaal Government had enormously increased their forces, and therefore it was necessury to increase the British garrison. The policy was identical with that pursued in regard to the navy.
