INTERFERENCE IN MANILA. ["UNITED PRESS association]. (BY ELECTRIC TELKQUAPH.—COPVRIUIir) London, Apiil 21. Reutkr's New York correspondent states that Captain J. B. Coglan. of the American cruiser Raleigb, speak ing at a banquet in New York, declared that prior to the Americans capturing Manila, Admiral Dewey warned Rear-Admiral Von Diedricbs, Commander of the Germau squadron in the Philippines, that a continuance of puerile interference by the Germans with the blockade of the city would mean war.
