[united peess association], (by electric telegraph—copyeight). Berlin, March 15. THE Keichstag rejected by 200 to 141 the Government proposals for increasing the peace effectiveness of the military. The Eeichstag also rejected the recommendation cf the Budget Committee, which had already made a considerable reduction in the numbers of the proposed additional forces. This action wai taken despite hints by the Government that the Kaiser was strongly in favour of strengthening the army and was dominated by a strong sense of responsibility and of solicitude for the safety of the Empire.
