The Chairman of the Appropriations Committee has informed the Hou6e of Representatives that the year's deficit amounted to 150,000,000 dollars without reckoning the indemnity to bo paid for the Philippines. He was therefore opposed to the expenditure of money on the construction of the Nicaraguau Canal. The Chairman of the Appropriations Committee also opposed the recommendatiisns by Mr Gage, Secretary of the Treasury, that in order to expand American colonial trade and influence bounties be granted to American vessels in proportion to the mileage navigated.
