SEIZURE OP ISLANDS. [UNITED PRESS ASSOCIATION.] (BY ELECTRIC TELEGRAPH —COPYRIGHT). Washington, December 25. The American Government have decided to station the guardship Yosemite at Guam, recently ceded by Spain, as a precautionary measure against a change of sovereignty of the Caroline Islands without America's consent. They have also decided to convert Hawaii into a powerful naval base, controlling the Pacific, in conjunction with the naval establishments at Manila and San Francisco. The American Government have ordered the gunboat Bennington to seize Wake Islsnd, lying south of the Anson Archipelago, in th*,Pacific.
