DISARMAMENT
[united peess association.] (by electric telegraph.—-copyeight. ) London, December 19. Dr. "Wm. Sinclair, Archdeacon of London, presided at the meeting called by Mr W. T. Stead to consider the Czar's disarmament proposals. Mr Balfour, Lord Eosebery and Mr John Morley sent letters sympathising with the object of the meeting, but they were reticent with regard to the feasibility of the Czar's plans. Lord George Hamilton wrote stating that Great Britain's naral supremacy might be secured by adjusting armaments to the preparations of rivals. The Czar's rescript ought, he said, to lead to an understanding on the basis of Lord Beaconsfield's dictum to that effect regarding Great Britain in Asia. The Times says the Czar's proposal implies that the Powers may perfect, but not increase their armaments. The Times adds that a wide door would be opened for evasion of the agreement.
