He has presented a letter from the Czar informing the Sultan that he trusted the Grand Duke's mission would strengthen the ties ©f friendship between Russia and Turkey. The Grand Duke Nicholas inaugurated a memorial of the San Stefano treaty, which closed the last RussoTurkish war. The Bulgarian Sobrange was represented at the function. The Grand Duke Nicholas is the guest of the Sultan at the Yildiz Kitak, Paris, December 19. Le Temps states that the visit was undertaken in consequence of the recent tour of the Kaiser. M. Constans, who has been a n.eraber of several Ministries in France, has been nominated for the vacancy in the Embassy at Constantinople, with the object of promoting Frenoh influenoe with Turkey.
