CZAR'S OPINION. [UJSITED PRESS ASSOCIATION.] (BY ELECTRIC TELEGRAPH—COPYRIGHT). London, November 28. The Channel squadron has been ordered to leave Gibraltar on December 10th. The military and naval preparations in Great Britain and at foreign stations are being relaxed.
St. Petersburg. November 29.
The Czar, conversing with an English diplomatist, said the Powers ought to agree not to increase their armaments for five years, renewing their preparations then if desirable. If war should at any time become probable, he suggested an imitation of the formalities attending duelling, thus allowing time for mediation and reflection.
