Kino Humbert, at the opening of Parliament, said pardon had been extended to the misguided rioters sentenced in connection with the revolutionary movement at Milan and other cities in May last. Dealing with the naval defences, he said the fleet was being gradually increased. King Humbert also announced that he cordially supported the conference proposed by the Czar to discuss the international disarmament.
