AMERICAN NAVY MOBILISING. OFFER TO LEASE. [OMTED PRESS ASSOCIATION.[ (BY ELECTRIC TELEGRAPH.—COPTEIGHT.) Washington, November 11. Mr Long, Secretary to the Navv, i 8 mobilising the warships pending the decision of Spain in regard to the Philippines. An American-Europeau Company, with a capital of 400,000,000 dollarß, proposes to lease the Philippines from whoever may be declared the owners of the group, and to make Prince Henry of Prussia Governor. November 15. The Philippine insurgents have blockaded Iloilo, an important town of the island of Panay. The residents appealed to the commander of the American forces for assistance.
