(BV ELECTRIC TELEGRAPH.—COPYRIGHT). London, November 0. In the course of a speech delivered at Pokesdown, in Hampshire, the Hon. T. A. Brassey said the question of Home Rule for Ireland would not be solved until the larger question of the colonies having a voice in Imperial affairs was decided. This question would not be ripe for settlement for 20 years.
