MARCHAND TO RETIRE. (BY ELECTUIC TKLEGRAr lI—COPYRIGHT). Paris, October 30. - M. BarTIER has left Paris on his return to Egypt carrying the Government's instructions to Major Marchand. Londox, October 30. The Paris correspondent of the Times anticipates there is a prospect of France withdrawing Major Marchaiid from Fashoda, coupled with a refusal to enter into ulterior negotiations, intending to wait for a favourable opportunity to re-open the question. The Paris correspondent of the Standard states that the condition of Major Marchand's mission is such as to make it unable to tarry longer at Fashoda. His men are dying of hunger and disease, and the correspondent adds that Major Marchand intends to ask for permission to withdraw. The French agency in Egypt has telegraphed to the Government that Major Marchand has volunteered to bring his own complete despatches to Cairo, and has already reached Khartoum, leaving Lieuteuant Germain in charge at Fashoda. The Times says the Cabinet has endorsed Lord Salisbury's policy with regard to Fashoda. The Standard states tbat the British Government has decided to show Major Marchand every hospitality. It will not deport him from Fashoda, but will simply disregard his presence and not permit him to obtain munitions of war.
