DISARMAMENT.
(BY ELECTRIC TELEGRAPH. COPYEIOHT), St. Petersburg, October 26. It is stated that the Czar's international disarmament proposals were based upon his knowledge of the impoverishment of the Russian peasantry owing to taxation and the exactions for military service.
