AMERICA AND SPAIN.

Mr Day, American Secretary of State, and the Chief Commissioner on the Peace Commission at Paris, has been authorised to interrupt the work of the Commission at any moment, unless Spain promptly accepts the terms. The Americans will insist that Cuba shall be evacuated by the end of November. The Spaniards declare this to be impossible. The American newspapers talk of the necessity of making a naval demonstration on Spanish coast.
