The Observer states that Major Esterhazy. who is in London, has confessed that 000 out of 1000 documents comprising the dossier in the Dreyfus casa were forged. He declares he only obeyed the orders of his superior officer in forging these documents. Paris, September 19. The Cabinet has directed General Sarrien to submit the dossier to a judicial Commission with the view of obtaining a report as to whether the intervention of the Court of Cassation is necessary. Colonel Piquart has informed General Sarrien that four secret documents were submitted to the court-martial in 1894. Tbe Libre Parole newspaper denies Major Esterhazy's revelation. The Duke of Orleans has issued a manifesto in connection with the Dreyfus case, in which he violently condemns the Ministry for becoming accomplices of a plot to ruin the army. Lurlinden has been re-appointed Military Governor of Paris and a member of the Council for War.
