IMPROVED SERVICES. THE NEUCHANG RAILWAY. (BY ELECTRIC TELEGRAPH —COPYRIGHT). (Received September 21, 9.45 a.m.) London, September 20. A Reuter's telegram from Pekin states that the Emperor has caused Pekin and other cities to be placarded with an edict announcing his intention to copy tbe best points of Western civilisation and establish postal service. Tbe Emperor authorises everybody to memorialise the Throne and directs the publication of monthly accounts of Government receipts and expenditure. Tbe Pekin correspondent states that as a result of pressure being brought to bear by Great Britain, the Tsung Li Yamen his instructed tbe Chinese Director of Railways to conclude the Neuchang Kailway Loan with the Hongkong-Shanghai Bank.
