Yielding to public pressure, President iUcKinley will appoint a Commission to inquire into the alleged mismanagement of the War Department by Secretary Alger. Great heat continues throughout England. The thermometer yesterday registered 91. This is the hottest September for 30 years. Mr Loekroy has substituted six battleships in the Channel squadron in place of the smaller vessels of the coast defence type. He has also strengthened the Mediterranean fleet. The Emperor's premature disclosures relative to the new law dealing with strikes has embarassed the German Government. The Socialist party is furious at the proposal. The Court has granted an injunction against the sale of photographs of Bismarck's body, which were secretly taken by means ot magnesium light. The water in the holds of the wrecked steamer China has been greatly reduced. The cargo being lightered, the prospects of floating the vessel are hopeful.
