KAISER AND PEACE.
(BY ELECTRIC TELEGRiPH.—COPYMOHT). (Received August 22, 9.5 a.m.) Berlin, August 21. Speaking at Mayence the Emperor stated that he was firmly determined to persevere with all his strength in his grandfather's great work of peace which was so dear to him. The only method of doing this was by maintaining Germany's prestige with her neighbours.
