(BY ELECTRIC TI'.LEGR.Vni—COrYRIGHT). (Received Aug. 17, 2.55 p.m.). NEW SOUTH WALES PARLIAMENT. Sydney, August 17. His Excellency the Governor opened Parliament at noon. The attendance was unusually large and brilliant. The Speech was very brief. Iu reference to Federation, it was stated that the Government • would submit a series of resolutions to the House, and if these were agreed upon, then the Government would propose a conference of Premiers of the other colonies. Whatever . the outcome of such conference, a draft Bill would be submitted to the direct vote of the people.
