CABLE SUMMARY.
At the trial of Trodd for attempting the murder ot Aroo Valley, the Secretary of the German Embassy, he was adjudged insane. Mi Barton [state* that five successful candidates have offered to resign in his favour. In consequence of the South Wales colliers'strike, the managers of the Castle line of steamers are importing steam coal from Virginia for the use of their vessels. Prince Bismarck is seriously ill, and is confined to bed ; tut Dr. Schweiffger states that he is in no immediate danger. Serious tribal fighting is going on among the Bijuaris and followers of the Nawab of Dir. In one fight the Bajuaris lost 136 and the Nawab of Dir 81. The Indian Government fears the disorders will reopen the Chitral question. The Prince of Wales was removed to Cowes on Saturday. Mr Goschen ftatcs that he is not aware that Russia has modified her naval scheme. The Government has given the United States of Colombia 20 days to fulfil die terms af the Cerutti award. The rebels in the province of Kwang-si number 40,000. They declare that they intend to overthrow mandarin infillThe Daily News states that the Duke of Norfolk, Postmaster-General, has given an assurance that he will not attempt to force the Australasian colonies to join the penny postage system by sending letters to Australia for a penny. Any change in the existing arrangement with Australia, the paper adds, will only result from mutual consent. The Times states that the system of Imperial penny postage agreed upon between Great Britain and a portion of her possessions begins on November 9. The Postmaster. General has written to the Agents-General, stating that the Imperial penny postage will only be extended to Governments reciprocating.
