Madrid, July 27. ACTING under instructions from Senor Sagastu, the Spanish Premier, M. Cambon, the French Ambassador at "Washington, has made a request to the American authorities for the cessation of hostilities and the openiug of negotiations for peace. Replying, President McKinley intimated that he was personally favourable to the discussion of the tarms of paace, and will consult his Cabinet. Washington, July 28. The American newspapers agree that Spain must surrender Cuba and Puerto Rico, and accept an American protectorate over the Philippines. The war party arc averse to negotiating peace till Puerto Rico and Manila are captured.
