GOVERNOR APPOINTED. (Bit KLECTKIC TELEGRAPH—COPYRIGHT). ■Washington, July 18. Two American regiments have been detailed to garrison Santiago. General McKibbon'has been appointed Governor of the city. The Americans found that most of the houses had been sacked, and that the people were without food. The Spanish soldiers were living skeletons, while the refugees in the city suffered horrible privations. Madrid, July 19. The press censorship at Madrid is so extremely rigid that the public are virtually ignorant of the progress of the war.
