The heavy vessels belonging to Sampson's fleet have been ordered to join Commodore Watson's squadron and proceed to Spain. A French gunboat which attempted to enter Santiago harbour at dusk on the day previous to the surrender of the city refused to stop until two solid shots from the American, cruiser Marblehead compelled her to retire. After much haggling, during which General Shafter threatened the renewal of hostilities, the terms of capitulation were agreod upon and signed by the Spanish commander. These provide that the Santiago garrison shall be allowed to march out with tha honours of war, afterwards deposing their arms, though retaining their personal property. The Spanish volunteer and guerilla forces are to remain under paroled It is estimated that 25,000 soldiera will be sent to Spain in neutral vessels. President McKinley sent a message •warmly thanking General Shatter and the army for their heroism and endurance.
