Germany has expressed a desire for a conference with reference to the position of the Philippines. ARREST OF A BRITISHER. Washington, June 9. The Governor of Puerto Rico has accused Mr Bett, the secretary of the British Consulate, of supplying the Americans with information in regard to San Juan Harbour and mines. Mr Bett was imprisoned and subjected t» maltreatment at the hauds of the Spanish authorities, and subsequently expelled. Mr G. W. Crawford, the British Consul, protested against the outrage, and expressed the belief that the information was supplied by the Governor's officials. THE DEFENCE OF SANTIAGO. Washington, June 9. Four thousand Spanish regulars and 500 volunteers are engaged in the defenco of Santiago. THE WAR REVENUE BILL. Washington, June 10. A conference of tho two Houses has amended theSenate'sadmendments reducing the silver coinage to a million and a -half dollars monthly. The bond issue has been fixed at four hundred million dollars, while the clause increasing tho tonnage dues has been omitted.
