Mr Fischer, the unofficial member of the Executive of the Orange Free State, has declined the appointment of Secretary of State for the Transvaal in succession to Dr Leyds. Cairo, May 23. Representatives of the Egyptian forces, with 800 friendly natives, have seized the wells at Issafizes, on the borders of Kordofan.
