THE SULTAN AND THE EMPEROR WILLIAM.
♦ A Constantinople Correspondent, writing on January 19th last, says :—" It was intimated some little timo ago to the Sultan from Berlin that if the German Emperor carried into effect his intention of going to Jerusalem in tho autumn, he would take Constantinople either on his outward or homeward way. The Imperial visit to Palestine being now a settled plan for October, tho Sultan recently mado inquiries in Berlin regarding its details, but was imformed that they had not yet been definitively arranged. The Sultan has, however, appointed a commission to make arrangoments for tho reception of his German Majesty. To find a plausible pretext for spending money is ever tho first object of Turkish commissions, and in the present caso this has been easily done. When the German Emperor came here nine years ago the Sultan built for his reception, in the park of Yildiz, a mansion called the Merassim Palace, which the Emperor occupied during his stay. To this building the commission has decided to add a winsr, which is estimated to cost about £20,000."
