Berlin, April 28. In the course of a speech Herr Von Bulow, the German Minister of Foreign Affairs, said that Britain had spontaneously declared she would not use Wei-hai»vrei to interfere with the German sphere in China. The foothold obtained by Germany would enable her to tranquilly await developments. No agreement existed with Britain in regard to China.
