MINERS' STRIKE.

London, April 18. In the negotiations between the miners now on strike in South Wales and the colliery proprietors, tha latter insisted that the miners' delegates to the proposed conference should be armed with plenary powers, and that the men should accept the new sliding scale. A ballot amongst the miners upon these questions resulted in a majority of 54,110 against investing their delegates with plenary powers, and of 33,020 against the new sliding scale.
